Crime and Disorder Reform

Reviewing 2008/11 strategies and preparing for new delivery and inspection frameworks

It is ten years since the Crime and Disorder Act created a statutory duty on authorities to prepare partnership strategies to reduce crime and disorder.

Recent reforms have led to major changes. In particular, The Police and Justice Act 2006 included major revisions to process. The Act introduced the replacement of the three yearly crime audit and strategy by a three year, annually renewable, strategy - to be informed annually by a Partnership Strategic Intelligence Assessment (PSIA).

This conference will look at the key considerations for authorities working within the new framework.

Specific focus will be given to issues for partnerships in preparing their second PSIAs for autumn 2008 as well as an examination and review of the development of 2008/11 strategies. It will look at how these strategies fit within the reform framework and the wider policy context at national level – including the National Crime Reduction Strategy, the Community Safety Plan and revised Public Service Agreements (PSAs). Changes at local level will also be examined including the development of Community Strategies and new Local Area Agreements.

As part of the revised framework for CDRPs, the conference will look at the introduction of the new Comprehensive Area Assessments (CAAs) which will replace the existing inspection of key local public services and how this is complemented by a new shared performance and assessment framework for Police and Local Government – the Assessments of Policing and Community Safety, or APACS.


Conference Objectives:

 
  • To examine the framework for community safety ten years on from the implementation of the Crime and Disorder Act. 
  • To focus on recent reforms including the replacement of the three yearly crime audit and strategy by a three year, annually renewable, strategy under The Police and Justice Act. 
  • To review 2008-11 strategies within the wider community safety agenda and the framework for CDRP reform. 
  • To examine Partnership Strategic Intelligence Assessments (PSIAs) and prepare authorities for the autumn 2008 PSIA. 
  • To understand how CDRP strategies fit within a wider policy context at national level – including the National Crime Reduction Strategy, the Community Safety Plan and revised Public Service Agreements (PSAs). 
  • To look at the introduction of the new Comprehensive Area Assessment and how this is complemented by a new shared performance and assessment framework for Police and Local Government – the Assessments of Policing and Community Safety, or APACS.
