Through discussion with the Institute of Licensing this conference has been postponed to 30 June. Delegates already booked will be given priority.
Since February 2005 local authorities have been charged with implementing the Licensing Act 2003 which has led to enormous changes in local authority licensing policy and practice. Scrutiny of the new regime is ongoing with the first stage of the review of the guidance to the Act to be completed in spring 2006. In addition, the Independent Fees Review Panel is undertaking the second stage of its review and local authority Scrutiny Councils are working with the Department for Culture Media and Sport on the monitoring and evaluation of the new licensing regime.
These reviews will inform regulatory and advisory changes to the work of local authority licensing departments. This conference examines the current reviews of the Act and the consultative process for the second stage of the guidance review. The conference will also look at the work of the Scrutiny Councils which will inform authorities’ involvement in the consultative process.
In addition the conference will examine good practice and provide a police view on the public order objective of the Act.

Objectives: |

- To review the supplementary guidance to the Licensing Act and examine the objectives of the second stage of the review, including the consultative process.
- To look at the representations and objectives of local authority bodies regarding current reviews relating to the Act.
- To provide an insight into the work of the Scrutiny Councils and how this informs the consultative process.
- To provide a police view on the public order objective under the Act and a focus on good practice in meeting these aims.
- To examine different implementations of the Act in response to local needs and provide case studies of different implementation practices.
- To provide an insight into the current challenges facing external event organisers working with more than one local authority.
