This annual one-day conference for local authority CCTV Managers, Heads of Service and Policy Officers examines the key issues, challenges and developments in public sector CCTV.
This year’s conference will focus on changes in the framework in which public sector CCTV operates, including the continuing development of the national strategy, the revised code of practice from the Information Commissioner’s Office, the development of performance indicators and the relationship between Automatic Number Plate Recognition (ANPR) and RIPA (Regulation of Investigatory Powers Act 2000). The conference will also look at developments in the use of CCTV including widening usage to support parking and traffic enforcement and the Respect agenda. The main technological developments will also be addressed including the development of biometrics, Automatic Number Plate Recognition (ANPR), facial recognition systems and the development and use of image databases.
Throughout the day the key changes and development will be examined in relation to the impact on local authority practices in CCTV operation and management with good practice examples highlighted. There will be a focus on specific management challenges such as the balancing of community safety and enforcement objectives and relationships with other agencies including the police.
This is an important conference for all local authority staff involved in the management and operation of CCTV whether the operation is for community safety, enforcement or traffic purposes.

- To examine the key issues, challenges and developments in public sector CCTV together with the legislative framework within which public sector CCTV operates.
- To look at the progress of the development of the CCTV National Strategy and the priorities and challenges to implementation of the National Strategy recommendations.
- To look at the requirements of RIPA in relation to ANPR and how to ensure that ANPR surveillance is legal.
- To look at the 2008 updated code of practice from the Information Commissioners Office including the implications for CCTV microphones, retention of records and disclosure.
- To examine the current development of updated performance indicators for public sector CCTV to take account of the National Strategy recommendations.
- To prepare for widening use of CCTV in enforcement and the roll-out of surveillance for parking enforcement purposes.
- To examine the key technological developments including the development of biometrics and facial recognition systems and the development and use of image databases.
- To provide a forum for discussion on challenges facing CCTV management including the balancing of community safety with enforcement objectives and development of relationships with other agencies including the police.
