Public Sector Strategies was founded in 1994 by Dr Peter Blair and Zoe Charlesworth.
Dr Peter Blair

Peter’s most recent role is at the Department for Communities and Local Government, where he has responsibility for the development and implementation of national policy on customer insight and e-government.  His previous career prior to PSS includes jobs at the Association of District Councils and Capita.  He was a founding member of the Customer Insight Forum at the cabinet Office and has a high profile as a public speaker, including a recent address on behalf of the UK Government to the OECD in Paris.  Peter also has a PhD from the University of Cambridge and is a fellow of the Royal Geographical Society.

Zoe Charlesworth
Zoe Charlesworth is currently responsible for conference production and management consultancy in the fields of housing and community safety. Zoe is the editor of The Fraud Book and manages The Fraud Book service on behalf of PSS and the Local Government Association. Prior to PSS Zoe worked for the Association of District Councils after a career in local government housing and finance departments. Zoe has edited and written various publications on local authority business for the Local Government Association and the Institute of Housing.
